2) The prefecture-level or county-level power grid enterprises shall handle related grid-connection procedures in accordance with simplified procedures, and provide grid-connection consultation, installation of electricity meters, grid-connection commissioning and acceptance services free of charge;

According to the Guidelines on Improving the Scale Management of Photovoltaic Power Generation and Implementing Competitive Allocation of Projects (Development Energy [2022]1163), the filing of photovoltaic projects is divided into three categories:

Both general PV projects and pacesetter projects should adopt competitive allocation to achieve scale indicators.

There is no limit to the index of the roof project, whether it is "self-use, surplus electricity access" or "full access".

In order to solve the difficulty of finding roofs, local governments are also trying to solve the problem. Many local governments have made provisions on the standards of existing buildings and new buildings under their jurisdiction, and proposed to consider them according to the standards of distributed photovoltaic.

For the roof of the existing building, the government encourages or obliges the installation of photovoltaic power generation projects on the roof when the annual comprehensive energy consumption of enterprises reaches 1000-5000 tons of standard coal within the jurisdiction of 9 provinces/cities/counties (Beijing City, Nanchang City, Taiyuan City, Hangzhou City, Fuyang City, Deqing County, Longyou County, Jiangshan and Anji County).

In addition to the national subsidies, many powerful provinces, cities, counties, on the basis of national subsidies and introduced local subsidies

According to incomplete statistics, at present, a total of 9 provinces (Beijing, Shandong, Jiangsu, Jiangxi, Hebei, Shanghai, Jilin, Hunan, Zhejiang) have provincial independent KWH subsidies; Ten prefecture-level cities (Hefei City, Nanchang City, Shangluo City, Hangzhou City, Ningbo City, Jiaxing city, Wenzhou city, Shaoxing City, Quzhou City, Lishui City) have municipal-level independent KWH subsidy; Twelve county-level units (Xiaoshan District, Fuyang City, Jiande City, Deqing County, Anji County, Dongtou County, Ruian City, Yueqing City, Yongjia County, Longyou County, Jiangshan County, Yuyao City) have county-level electricity subsidies.

Initial investment subsidies were granted in 2 provinces (Jiangxi Province, Shaanxi Province), 4 cities (Wuxi City, Hefei City, Jiaxing City, Shaoxing City), and 8 counties (Fuyang City, Jiande City, Deqing County, Anji County, Dongtou County, Yongjia County, Longyou County, and Jiangshan County).

Take the construction of photovoltaic projects on ordinary commercial buildings in Beijing as an example, the electricity price is above 1 yuan /kWh, no matter for self-consumption electricity or on-grid electricity:

6. The subsidy settlement is guaranteed

State renewable energy subsidies are implemented under a system whereby grid enterprises transfer the subsidy funds on a monthly basis.

When the additional renewable energy is insufficient, distributed photovoltaic project subsidies will be given priority; Moreover, for distributed photovoltaic projects invested by natural persons, the subsidies will be paid in advance by the power grid company.

In addition, distributed photovoltaic projects are not included in the scope of green certificates in the Notice on the Trial Issuance of Renewable Energy Green Power Certificates and Voluntary Subscription Trading System just issued. It can be seen that the state plans to use market-oriented means to solve the subsidy problem in the field of ground power stations. However, in the field of distributed PV, the solution will still take the form of renewable energy add-on. As the price of the green certificate is lower than that of the renewable energy add-on, therefore, the distributed PV project subsidy guarantee is stronger!

7. Electricity can be counted as energy saving

According to the "13th Five-Year Plan" comprehensive Work Plan on energy conservation and emission Reduction, energy consumption per 10,000 yuan of GDP will be reduced by 15% by 2021, and enterprises are under great pressure to conserve energy.

However, according to the distributed photovoltaic policy of each region, enterprises build distributed photovoltaic projects for self-use, and the electricity generated by the distributed photovoltaic projects used can be counted into the energy saving of enterprises.

8. Do not compete to sell electricity

In Some Opinions on Further Deepening the Reform of the Electric Power System (Zhongfa [2021] No. 9), the definition of distributed power stations is as follows:

(5) Steadily promote the reform of electricity sale side, and open the electricity sale business to social capital in an orderly way.

18. Cultivate market players in multiple ways.

Allow qualified high-tech industrial parks or economic and technological development zones to establish electricity sales entities to purchase electricity directly; Encourage social capital to invest in the establishment of electricity sales entities, allowing them to buy electricity from power generation enterprises to sell to users; Allowing users or microgrid systems with distributed power sources to participate in electricity trading; Encourage water supply, gas supply, heat supply and other public service industries and energy conservation service companies to engage in electricity sales business; Qualified power generation enterprises are allowed to invest in and establish electricity sales entities to enter the electricity sales market and engage in electricity sales business.

At the same time, according to Annex 4 "Opinions on the Implementation of Orderly Release and Opening of Electricity Consumption Plan" in the series of documents of electricity reform:

(1) Basic contents of priority power generation.

Preferential generation refers to the preferential sale of electric power according to government pricing or equivalent preferential principle. Priority power generation capacity is guaranteed through full arrangement of power generation plan and strict implementation. Users with distributed wind and solar power generation are guaranteed through full acquisition of power supply enterprises and do not participate in market competition at present.

(2) Scope of application for priority power generation.

In order to facilitate the implementation of the affordable purchase system for renewable energy power generation in accordance with the plan, power generation from wind, solar, biomass and other renewable energy sources included in the plan will be given priority.
